Client
City of Asheville, North Carolina

Challenge
Barriers to communication and underrepresentation in civic decision-making limited the City’s ability to engage residents in shaping local governance.

FHG’s Role

Through facilitation and consensus building, we brought City staff and residents together to co-develop the O.U.R. Asheville Academy. We applied program and policy design to create a culturally grounded leadership academy and developed a trauma-informed curriculum. We also supported capacity strengthening by equipping residents as “Community Connectors” and integrated a community-led evaluation process for accountability and learning.

Outcome

All participants completed the program and reported high satisfaction. Graduates were later contracted by the City to lead public engagement efforts—including during Hurricane Helene recovery. The academy built a sustainable pipeline of local leaders, ensuring ongoing capacity for more representive governance.
